Hillary Clinton to return to Vietnam during ASEAN forum

US State Secretary Hillary Clinton started her journey Thursday to the Southeast Asian security forum and is expected to make her fourth trip to Vietnam on July 10 and 11, the US State Department announced.

An AFP report cited department spokeswoman Victoria Nuland as saying that Clinton would travel to France, Japan, Mongolia, Vietnam, Laos, Cambodia upon leaving Washington on July 5.

She will visit Vietnam for economic and education cooperation, among other discussions, with Vietnamese government officials, after attending a talk on Syria in Paris, an Afghanistan talk in Tokyo, and a diplomatic visit to Mongolia, before attending the ASEAN Regional Forum on July 12 in Cambodia.

Political blocs must deal positively with NA's reform paper, says SLC

ERBIL, The State of Law Coalition (SLC) led by Prime Minister Nouri al-Maliki stated today that the political partners must deal positively with the reform paper submitted by the National Alliance (NA) to solve the current crisis in the country.

Head of the NA Ibrahim al-Jaafari revealed yesterday about the completion of a political reform paper prepared by the committee set up for this purpose, and called for direct negotiation with all political blocs about the outstanding issues.

WASHINGTON—The Treasury Department said Monday it plans to sell off stakes it holds in a dozen banks that received rescue funds at the height of the financial crisis, continuing the process of winding down the bailout launched in 2008.

The public auction of preferred stock and subordinated debt will begin July 23, Treasury said.

More than three years after the launch of the Troubled Asset Relief Program, the federal government still owns stakes in 325 banks—mostly small institutions that have been unable to fully pay back the government. The banks owe about $11 billion to the government.

Euro zone can help banks directly once supervisor set up

Brussels, Direct recapitalization of euro zone banks will not require sovereign guarantees as soon as the bloc has established a new banking supervisory body, the European Commission said on Monday.

A senior euro zone official said on Friday that sovereign guarantees could only be dropped "in the very distant future.

"I would like to clarify that there will be no need for sovereign guarantees for banks being directly recapitalized by the ESM," said Commission spokesman Simon O'Connor, referring to the bloc's permanent rescue fund.

"The ESM will be able to decide by a regular decision once the single supervisory mechanism is in place to adopt an instrument that would allow for the direct recapitalization of banks."

A bank supervisor could be operational sometime next year.

The German Supreme Court Is Going To Make A Decision That Will Make The Obamacare Drama Look Like Child's Play

A hearing at Germany's version of the Supreme Court, to be held on July 10, could destroy all the optimism from the last EU summit.

In the wake of the European summit last Friday, the German legislature finally approved the European Stability Mechanism—a permanent European bailout fund.

However, the Constitutional Court (in German, the Bundesverfassungsgericht) could now issue an injunction against the ESM if it finds that the mechanism impinges upon the sovereignty of the German state.

Der Spiegel explains the issue:

The plaintiffs, who oppose Germany transferring more power to European institutions, are trying to obtain a temporary injunction against the two laws to stop them entering into force until the court has addressed the main complaints against the measures at a later date and ruled whether the laws in question are constitutional. It is highly unusual for the court to hold a hearing on requests for a temporary injunction. The fact that it is doing so is regarded as a sign of the importance of the issue.

German President Joachim Gauck has already permitted the Court to investigate the matter, which led to a delay for the program by at least three weeks. Further delays could be longer, or could even complete overrule the legislation despite approval by the German legislature.

This is not the first time that the German Constitutional Court has threatened to smash plans for European institutions. Last fall, it examined the legality of the Greek bailout, ultimately upholding the measure.

Nobel prize winning economist Joe Stiglitz – and many other experts – have said nothing will change unless dishonest bankers are jailed.

Former trader Max Keiser has been calling for years for crooked bankers to be hanged, to send a message that crime won’t be tolerated.

But Nouriel Roubini is a lot more mainstream than Keiser – or even Stiglitz – being very close to Treasury Secretary Tim Geithner. See this and this.

Roubini told Bloomberg that nothing has changed since the start of the financial crisis, and we might need to throw bankers in jail – or hang them in the streets – before they’ll change:

Nobody has gone to jail since the financial crisis. The banks, they do things that are illegal and at best they slap on them a fine. If some people end up in jail, maybe that will teach a lesson to somebody. Or somebody hanging in the streets.

Clinton warns time running out to save Syria

US Secretary of State Hillary Clinton on Sunday warned time was running out to save Syria from a "catastrophic assault" after international envoy Kofi Annan admitted his peace mission was failing.

Commission unveils draft tripartite agreement to delete zeros from currency

Baghdad/features & status of the Iraqi media network-a member of the parliamentary Finance Committee that all the parties involved to study draft deleted currency zeros are consistent with each other and there is no objection to the project.

Secretary Hadi (features & status of the Iraqi media network) that his Committee "and the Ministry of finance and the Central Bank does not have any problem to delete the three zeros from the currency as a project aimed at improving the economy".

Hadi added that "Finance Committee recommended that the Ministry of finance and the Central Bank to develop a plan to ensure no new counterfeit currency into or out of the country", stating that "the Central Bank has been able to answer queries raised by all parties concerned on draft delete zeros".

The Government last week decided to wait to apply the draft delete zeros from currency as a result of what it called "the expected economic problems occurred as a result of the deletion of zeros.

Finance Committee revealed in Parliament on the budget next year will be in the new currency, with the Central Bank stressed that he needs two years to replace all the currency in Iraq.

New Obama Executive Order Seeks ‘Control’ Over Communications During ‘Crisis’

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Policy. The Federal Government must have the ability to communicate at all times and under all circumstances to carry out its most critical and time sensitive missions. Survivable, resilient, enduring, and effective communications, both domestic and international, are essential to enable the executive branch to communicate within itself and with: the legislative and judicial branches; State, local, territorial, and tribal governments; private sector entities; and the public, allies, and other nations. Such communications must be possible under all circumstances to ensure national security, effectively manage emergencies, and improve national resilience. The views of all levels of government, the private and nonprofit sectors, and the public must inform the development of national security and emergency preparedness (NS/EP) communications policies, programs, and capabilities.
