Iraq participates in the meetings of the World Bank in Washington
Iraq participates in the joint Spring Meetings of the World Bank and International Monetary Fund, which began Friday in Washington DC and continue three days.
He said Finance Minister Rafie al-Issawi, who heads the Iraqi delegation that Iraq is seeking to benefit from the experiences of the World Bank in the rehabilitation of infrastructure in all areas.
He told reporters on the sidelines of the bank on Friday that a joint committee of the World Bank will visit Iraq soon to discuss ways of cooperation between the two sides and help Iraq to develop an economic policy cooperation within the plan for three years.
The al-Issawi said that he made for meetings with U.S. officials in the Ministries of Foreign Affairs and the Treasury, also met with officials of the Federal Reserve in New York to discuss the possibility of issuing a presidential decree to protect Iraqi funds deposited in U.S. banks for another year.

Tsuruga reactor may be sitting above active fault
A nuclear power plant in Japan will undergo fresh inspections after experts warned that active faults may exist below the plant.The Nuclear and Industrial Safety Agency issued the inspection order on Tuesday to the Japan Atomic Power Company, the operator of the Tsuruga nuclear plant on the Sea of Japan coast in Fukui Prefecture.
Earlier in the day, a team of experts surveyed 3 faults in the compound and found that one of them located 150 meters west of the No.2 reactor may be active.The team said the fault could shift simultaneously with a known active fault nearby.
If that happens, they could trigger an earthquake more powerful than the plant is supposed to withstand.The agency also told the plant operator to check if the third fault that runs directly below the reactor is active.
The government's quake-resistance guidelines for nuclear plants do not assume that key facilities are built directly above active faults.
The Tsuruga plant is now offline for regular safety checks.The agency has been examining seismic faults near nuclear plants across Japan following the nuclear accident in Fukushima.

Iran frets over Baghdad nuclear talks
Iranian officials suggested some foreign countries were looking to destabilize Iraq before the next round of multilateral nuclear talks in Baghdad next month.
Multilateral talks in Turkey over Iran's nuclear ambitions were said to be productive. Another round of negotiations was scheduled for May 23 in Baghdad.
Ramin Mehmanparast, a spokesman for the Iranian Foreign Ministry, said Tehran had a clear indication of which countries were genuinely interested in reaching a conclusion on the nuclear issue.

Police say they have increased patrols around headquarters of nine conservative media outlets in Seoul after North Korea vowed to soon carry out a "special military action" on them by "unprecedented means and methods."
South Korea's government says it is concerned about Pyongyang's threat to reduce to ashes, in several minutes, the support base for the country's president, including several broadcasters and a leading daily newspaper, the Dong-a Ilbo.
Foreign ministry spokesman Cho Byung-je characterizes the latest threat from Pyongyang as “very dangerous and harsh.”

House of Representatives to raise its third month next
Parliament, on Monday, lifting the regular meetings of the Council of Representatives to the third of May next.
The source said in an interview with "Twilight News" "The Vice-President of the House of Representatives Qusay al-Suhail decided today to the adjournment of the third month of May next to incomplete Nasb legal session."
The source added that "al-Suhail chaired the session instead of the President of the House of Representatives Osama Najafi, who is visiting Turkey."

The Iraqi Parliament's oil and energy committee is resuming its efforts to push forward long-delayed oil legislation – and as a first step, it has voted to set aside a draft favored by Prime Minister Nouri al-Maliki.
On April 18 the committee voted on whether to move ahead with a draft oil law proposed by the Cabinet last summer, according to multiple committee members. By a vote of seven to six, with three abstentions, the committee decided to set that version aside.
"Most of the committee MPs think that the Cabinet draft law will not go forward," said Fatima al-Zurgani, of the Fadhila party.
Politicians have been trying since 2007 to pass legislation that would give badly needed legal certainty to Iraq's oil sector. The country's economy depends on oil so much that the issue has become entangled in larger power struggles, and leaders on all sides say that comprehensive legislation cannot pass without high-level political negotiations.

I also believe that the principle underlying the Central independence is that the printing of money is supposed to be independent of others which is spending on State enterprises, by which I mean the Executive authority, otherwise it will be able to last and whenever needed money, resorting to the central course, which leads to increased inflation or the printed quantity. So I see the need for the independence of the ECB, this independence confers stability policies Central possibility, but this certainly requires coordination with the Government.

revealed in the National Alliance, on Monday, that the coalition put conditions for the support and entrusting the Prime Minister Nuri al-Maliki and his government the most prominent non-interference in the affairs of independent bodies, and maintain the government of national partnership, non-exclusivity rule.
The source, who asked not to be named to the sensitivity of the information for "Twilight News", "blocks were part of the National Alliance decided at its last meeting the day before yesterday to support Prime Minister Nuri al-Maliki, for a number of conditions."

Have emerged recently in the political arena attempts of some blocks to put the idea aside al-Maliki and the nomination of a new figure of the National Alliance - may be the Sadrists -, because of the differences between the blocks, and the charges by the Kurds and Iraqi forces towards the head of state law al-Maliki to create a new dictatorship in Iraq.

EXECUTIVE ORDER - NATIONAL DEFENSE RESOURCES PREPAREDNESS
By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Defense Production Act of 1950, as amended (50 U.S.C. App. 2061 et seq.), and section 301 of title 3, United States Code, and as Commander in Chief of the Armed Forces of the United States, it is hereby ordered as follows:
PART I - PURPOSE, POLICY, AND IMPLEMENTATION
Section 101. Purpose. This order delegates authorities and addresses national defense resource policies and programs under the Defense Production Act of 1950, as amended (the "Act").
Sec. 102. Policy. The United States must have an industrial and technological base capable of meeting national defense requirements and capable of contributing to the technological superiority of its national defense equipment in peacetime and in times of national emergency. The domestic industrial and technological base is the foundation for national defense preparedness. The authorities provided in the Act shall be used to strengthen this base and to ensure it is capable of responding to the national defense needs of the United States.

Branding its unilateral efforts “We Can’t Wait,” a slogan that aides said Mr. Obama coined at that strategy meeting, the White House has rolled out dozens of new policies — on creating jobs for veterans, preventing drug shortages, raising fuel economy standards, curbing domestic violence and more.

"The House is set to vote on a host of cybersecurity bills next week, but the fate of the legislation rests in the Senate. The House is expected to approve the Cyber Intelligence Sharing and Protection Act (CISPA), which would tear down legal barriers that discourage companies from sharing data about cyber attacks.
But the White House and Senate Democrats argue CISPA is inadequate.
They say any cybersecurity legislation should include tougher privacy protections and should require critical infrastructure systems to meet minimum security standards.
The White House has endorsed cybersecurity bill from Sens. Joe Lieberman (I-Conn.) and Susan Collins (R-Maine) that would empower the Homeland Security Department to set mandatory security standards for critical systems, such as electrical grids or chemical plants." China and Russia have launched their first joint naval drill in the Yellow Sea off China’s east coast amid heightened tensions between Beijing and its Asian neighbors over maritime disputes.
The six-day-long naval exercises kicked off on Sunday near Japanese waters and China's Qingdao city off the coast of Shandong province with the presence of more than 4,000 Chinese servicemen in the maneuvers.
A total of 16 vessels and two submarines from the Chinese navy together with 13 aircraft and five shipboard helicopters as well as four warships from the Russian navy's Pacific fleet and three supply ships will take part in the drills.

After a renewed period of stress in the global economy, the outlook has improved and some progress is being made to reduce global imbalances. But the recovery remains fragile, with continued risks from the euro area and higher oil prices. The United States economy continues to gather strength despite adverse shocks from the crisis in Europe, last year’s supply chain disruptions, increases in oil and gasoline prices, and slower growth in some emerging markets.
U.S. growth has averaged about 2 1/2 percent since the recovery began, and the economy has added private sector jobs for 25 straight months, totaling 4.1 million jobs over the period. The balance sheet of the business sector is stronger, and the economy as a whole is more productive than before the crisis. We have made significant progress in reducing the excesses and imbalances that helped cause the crisis. Household debt to income has come down significantly from pre-crisis levels, and U.S. financial sector debt has dropped by more than $3 trillion since the crisis began. Reflecting early action on repair and reform, U.S. banks are strongly capitalized relative to their peers, improving confidence in our financial sector and allowing for an expansion in credit to the private sector ...

Finance Committee calls for inclusion of all government retirees retirement rate law
Baghdad, A member of the Finance Committee Parliamentary Secretary Hadi demanded that the government expand the base of retired beneficiaries of the pension law amended to include the retired before its release.
And MP on Monday that "the non-inclusion of those who retired before the adoption of the law of the retirement rate is oppressive great being of those who served the Iraqi state a lot in previous periods and that the least we can give them is to ensure their livelihood are right for them and including their country.
He pointed out that "the law will be applied after the Department of Retirement provide us with data that help us to develop appropriate financial allocations for this law to apply an appropriate manner.

Spread the risk. This was sort of it's original intent and now would be a good time to move forward with it. Probably a joint venture of the IMF and UN. The IMF and UN could use the reallocation of the basket to curb dangerous debt at the state level.
Basket of currencies determines the value of the SDR
The value of the SDR was initially defined as equivalent to 0.888671 grams of fine gold—which, at the time, was also equivalent to one U.S. dollar. After the collapse of the Bretton Woods system in 1973, however, the SDR was redefined as a basket of currencies,today consisting of the euro, Japanese yen, pound sterling, and U.S. dollar.
The U.S. dollar-equivalent of the SDR is posted daily on the IMF’s website. It is calculated as the sum of specific amounts of the four basket currencies valued in U.S. dollars, on the basis of exchange rates quoted at noon each day in the London market.

Awash in money and piles of debt
The amount of money thrown at rescuing the world economy since the Great Recession began is truly staggering, probably more than $14 trillion, and the financial spigots are still open.
Industrialized and emerging nations pledged another $430 billion to boost the International Monetary Fund's lending power this weekend, doubling the size of its crisis-fighting war chest in case Europe's problems worsen and engulf more countries.
Three weeks earlier, European Union leaders set aside $1 trillion for Europe's bailout fund creating a firewall to prevent the euro zone's sovereign debt woes from spreading.
Major central banks haven't finished pumping money into the global economy either.
The Federal Reserve meets on Tuesday and Wednesday and the Bank of Japan meets on Friday, and their bias toward monetary easing through bond purchases is likely to remain firmly in place. Japan may even ease again to counter deflationary pressures.
The IMF has recommended more action from the European Central Bank, and the People's Bank of China is seen cutting its bank reserve requirements this year to underpin growth.
But can all this money restore growth to robust levels anytime soon?
Government officials and economists point to the same problem: too much debt. Rescue funds and central bank stimulus measures are just keeping the world economy afloat until the hard and painful work of repairing balance sheets gets done.
"The real solution has to do with the fiscal and structural reforms that address the real causes of this crisis, particularly in Europe, but also elsewhere," said Tharman Shanmugaratnam, Singapore's finance minister and head of the IMF's steering committee.
